Follow up all the quests you get from Sabellian and Wrathion, talk to the Ebyssian in the end, watch the storyline movies, take portal to seat of the aspects, watch the coronation, talk to Alexstrasza and you get the Flame extinguished done.

Changing zones and coming back to the quest zone can sometimes resolve phasing issues. Abandoning and re-taking the quest can fix issues with NPCs or quest progression. Note: abandoning a quest will cause all current progress to be lost. Reset your user interface to make sure your files and addons are not corrupted.

Pick up the quest in your own town as well as a bucket of water. Travel to the opposite factions town and wait for the event to begin.
